HDB launches tender for first site since tightened EC rules, at Canberra Drive

An executive condo (EC) location at Canberra Drive has been released for sale under the Confirmed Listing of the 1H2026 Government Land Sales (GLS) program. The 99-year leasehold EC site extends 124,167 sq ft and is anticipated to yield roughly 185 new housing units.

“Offered the strongly attractive place of this Canberra Drive site, which is reasonably nearer to services than the previously plot, we anticipate developer interest for this location to be healthy,” notes Quek.

Additionally, Justin Quek, deputy group chief executive officer of Realion (OrangeTee & ETC) Group, expects the website to garner programmer passion due to the potential pent-up demand for EC units in the location.

The tender for the EC area at Canberra Drive are going to shut off on Oct 1, 2026.

In opposition to this backdrop, Huttons Asia chief executive officer Mark Yip expects the Canberra Drive place to work as a “litmus test” of developers’ trust adhering to the policy change. He includes that the tighter regulations could tighten the pool of second-time customers and potentially lengthen the sell-out duration for future EC projects.

The last GLS site that was awarded in that location was in September last year, when Oriental Pacific Holdings handed in the greatest of 4 bids at $692 psf per plot ratio (ppr), or $198 million, to protect the EC spot at Sembawang Road.

Meanwhile, Huttons Asia’s Yip anticipates up to five proposals for the Canberra Drive site, noting that its “bite-size quantum” can offer reduced danger to designers. He approximates the highest bid price to range between $630 to $700 psf ppr.

He predicts three to four prospective buyers for the site, and anticipates the leading quote to follow in at around $600 to $700 psf ppr.

“This is the first EC GLS area to be put out to tender since the current procedures on EC purchases were introduced on May 8,” states Eugene Lim, key managing officer of ERA Singapore. The measures consist of lengthening the least possible occupation period to a decade, getting rid of the Deferred Payment Scheme, and increasing first-timer priority at brand-new EC launches.

Period Singapore’s Lim adds that the family member convenience of the Canberra Drive website could boost its interest both developers and future customers, specifically as EC sites are usually situated in less central areas.

That stated, Yip thinks that the Canberra Drive website can still see passion from developers due to its appealing locational qualities. Canberra MRT Station, on the North-South Line, lies within walking distance of the website, while institutions such as Sembawang Primary School and Wellington Primary School are located within a 1km distance.
